Head Starts Historical Perspective
In January of 1964, President Lyndon B. Johnson declared ‘The War on Poverty’ in his State of the Union speech. Shortly thereafter, Sargent Shriver took the lead in assembling a panel of experts to develop a comprehensive child development program that would help communities meet the needs of disadvantaged preschool children. Launched in 1965, and expanded in 1981, Head Start is one of the longest-running programs attempting to address the effects of systemic poverty in the United States.
Head Start programs provide a learning environment that supports children’s growth in the following domains:
• language and literacy;
• cognition and general knowledge;
• physical development and health;
• social and emotional development; and
• approaches to learning.
